HISTORY

    In 1946,  there  were  only  14  textile factories in Taiwan,  R.O.C. 

Since productivity was much  limited, consumption demand surpasses supply 

of cotton cloth.   In order  to solve the clothing problem for the people 

in  Taiwan  which  is  one  of  the  daily  necessities at any time, some 

enthusiastic weaving  manufacturers initiated to organize an  Association 

in order to gather ideas  for  the  improvement  and  development  of the 

textile industry, to  coordinate relationship of the fellow companies and 

to  increase  mutual  interests  among  the  profession.  The  sponsoring 

companies did actively increase their equipments and improve their skills 

to promote the economic development.



    "Taiwan Textile  Industrial  Companies  Association" was founded with 

the approval of the government in 1946.It was assisted  by the Government 

to  grow  under  the plan  with  the  incentive of  U. S.  aids. In 1948,

textilefactories had increased to more than 100.  Members included spinn-

ing, weaving dyeing and finishing, silk weaving, knitting, towels,hosiery 

and narrow fabrics factories. In May  of  the  same year, it received the 

order from Taiwan Provincial Social Welfare Department to change its name 

into "Taiwan Mechanical Cotton Weaving Maunfacturers Association."   From 

November 1949 to 1955, knitting, towels,silkweaving, spinning, dyeing and 

finishing mamufacturers did respectively establish their own associations. 

On Nov.26, 1955, the Association  was renamed as "Taiwan Weaving Industry 

Association."



    In 1949 there were only 800 units of weaving  machines in Taiwan with 

its annual output 2,000,000 yards. The shortage of the clothings depended 

largely on the importation.  However, in 1955  textiles  in Taiwan became

selfsufficient. In 1958, the textile  mamufaturers  began to export large 

quantity to the U.S. and Hongkong etc. By the end of December 1996. There  

were 332 member with 24,114 units of weaving  machines among which 19,482 

were  shuttleless.   In November 1996,  1,250,424,366  square  meters  of 

clothes were exported at the value of U.S. 1,517,863,067.

     

    It has been fifty years  since  the Association was founded. With the 

limited manpower and expenditures, the  Association  solved  the business 

and technical problems for its  members,  and  rendered services. It also 

served good office for the manufacturers and the government. The Associa-

tion is pursuing its improvement and progress  through responsibility and 

service.

RESPONSIBILITY

    The  purpose  for  the  establishment  of  Taiwan  Weaving   Industry 

Association was set in accordance  with the  Implementation  Procedure of 

Industrial Group  Laws  to  harmonize  the  relationship  of  the  fellow 

manufacturers for enhancement of the mutual  benefits, improvement of the 

industry's  renovation  and  development and activation  of  the economic 

developmeent. In accordance with its Regulations, the  Association  calls 

the general meeting of the members'  representives  each  year to approve 

the working plan, the closing figures of the income  and  expense as well 

as budget. The focus  of its  work is  to  transmit  government rules and 

regulations to the members and at the same time, to transmit the members'  

proposals and recommendations to the government agencies concerned.

ORGANIZATION

    The member  factories  send  members'  representatives to  attend the 

members' representatives  assembly meeting.  The members' representatives 

are  divided  into three  districts,  North  middle  and  South.  76  the 

representatives are elected to attend the assembly meeting.

     

    Board of Directors consists of 27 directors,9 are standing directors.

 

    Chairman of the board is elected from the standing directors.  Board 

of supervisors consists of 9 members, 3 are  standing  supervisors.  The 

Board Chairman is elected by standing members.

     

    The  Association  headquarter  is  located  in  Taipei.  The  Middle 

District's office is in Changhwa, and  Southern  District's office is in 

Tainan.The Association's chief staff handling the day-to-day business is 

Secretary General.



    Three functional administrative sections are :



    General Affairs, Finance, and Business.

 

   To promote Association business smoothly, there are sets of :



       Raw Material Committee, Domestic Sales Committee, Export Sales

    

       Committee, Quota Committee, General Committee, and technical 



       Committee.

BUSINESS

    (1)Association often coordinates with The Government to study the 

       programs  of  modernization  and   innovation   for    Weaving 

       industry, and guides  members  to  renew works facilities.  It 

       frequently provides its members  with  of relative information 

       international  fabric   market,   application  management  and 

       suggestion   about  fabric  quota  as   a  kind  of  important 

       reference data during international negotiation.

 

    (2)To host products' promotion, exhibition and  abroad  promotion

       & visiting: The Association's  show room  displays  the fabric 

       samples  which  are  produced  by  members  for  suppliers  at 

       home   and abroad to look and purchase.Annually It takes  part 

       in a variety of fabric fairs held  domestically  and  interna-

       tionally to assist members to expand export markets.It usually 

       dispatches teams abroad to exploit  export  markets, to  visit 

       textile machines fairs and  witness  weaving works at home and 

       abroad.

 

    (3)To deal with professional research projects:  The  Association   

       invites TAIWAN  TEXTILE  FEDERATION,  academic  organizations,  

       representatives from our field and relative coordination units 

       to  proceed researches on computer software, technical R&D and 

       fabric sample analysis according to the  same  requirement  of 

       business field. In adfition to  be  presented by seminars, the 

       results will be also complied into a result report for members' 

       reference.

 

    (4)To  host  various  seminars  such  as  professional echniques,  

       operation & management, fabric  and  cloth  fashion and market 

       information.

 

    (5)To  deal  with  supports  on  technique  and  management:  The 

       Association often coordinates with Industry Bureau and invites 

       experts to select certain members to  implement  support  with 

       regard  to  technique  and  management  in  order  to  upgrade 

       product quality and production efficiency.It also compiles and 

       prints various technical collections for members' reference.

 

    (6)To help  members  deal  with  abroad  dump-sale  lawsuit:  The 

       Association  provides  members with relative export statistics   

       datas and coordinates with TAIWAN TEXTILE FEDERATION to assist 

       members in collecting data. filling-in questionnaire,employing 

       accountants and lawyers, checking factories, tracking data and 

       how providing methods  as  to share all the expenses.

 

    (7)To compile and  print  "Fabric Forming Commercial Information"   

       data for our members:  The Association collects the status  of 

       textile business of each primary export district and competit-

       ive nations, selecting reports pertaining to textile, chemical 

       fiber and garments, collecting commercial  information such as  

       brief introduction of new  equipments and fabric  development.  

       It  will fax or mail all the data to our members' immediately. 

       Consquently, our members can seize every ommercial opportunity 

       to expand export markets.

 

    (8)To export statistics of fabric goods:Using  Customs'  magnetic 

       statistics data  to analyze  the  export areas, description of 

       product and statistic  value for  reference  to the government 

       and members of business field each week.
