Founded in Feb. 24, 1965.
To plan the research, improvement and development of the man-made
fiber industry, and enhance mutual benefits of the some industry.
Obligations are:

Issues about the investigation, statistics, research,improvement and
development of the man-made fiber industry home and abroad.
”l Issues about the investigation and allocation assistance of raw mate-
rials.
”m Issues about the investigation, statistics and promotion and transpo-
rtation of members.
”n Issues about the linkage and promotion of the technical cooperation.
”o Issues about the maintenance of the cooperation rights of members.
”p Issues about the investigation of the business condition of the mem-
bers.
”q Issues about the exhibition of the products of the member.
”r Issues about the setting up investigation and registration of the ba-
ckground information of membersand member representatives.
”s Issues about the service of application, modification of the member-
ship certificate and the identification of the membership qualifica-
tion.
”t Issues about the mediation of disputes between thesame industry and
the assist mediation of employment disputes.
”u Issues about the holding of public welfare events by members.
”v Issues about the service entrusted by institutions,bodies, or members.
”w Issues about the research of labor productivity,the holding of the
promotion of working skill training programs and lectures.
”x Issues about the assist proceeding and suggestion of economic polici-
es and industrial laws.
”y Issues about joining in various social movement.
”z Issues about handling affairs regulated by other laws.
The establishment of this association is authorized by the Ministry
of Interior as people's organization. There are Directors Council and
Board of Supervisors according to the regulations. Under the Directors
Council, there are administrative directors and Chairman who is in charge
of all affairs of this association.
To enhance affairs of this association, in accordance with the trend
of social and economic change, there are some special teams responsible
for the research, analysis, suggestion of related business. (see the
attached chart) In order to better the financial system of this associat-
ion, revise the regulations, add administrative supervisors under the
Board of supervisors, and a convener.
The business of this association ranges from industries using materi-
als with cellulose or without cellulose to produce filament yarn or stap-
le fiber. Except the tasks regulated by laws, our main job includes:
(1)Compile data statistics
(2)The annual general industrial situation
(3)Data interchange internationally
(4)Enhance the gathering and reporting of business information such as
finance and tax, national standard, fiber products, technical report
, news clipping, special investigations, etc.,
(5)International interchange activities in man-made fiber industry
(6)Hold or assist to hold national or international exhibitions
(7)In accordance with the policy of government, promote environmental
protection and industrial safety business
(8)Assist in trade to conduct the import application of foreign labors
(9)Diversify market, enhance investigation overseas
(10)reply to the international trade protectionism
(11)Hold activities such as lectures seminars etc.,
(12)Conduct and promote business of special teams
(13)Enhance the consensus of members, build a production and marketing
system
(14)Promote the upgrade of industry business, assist members to research
and development.In addition to handle all routine affairs according
to the Industrial Organization Law and other related laws, this
association set up various special teams to fulfill member's actual
requirements, reflect their opinion and make important suggestions
to the authority in accordance with some out-of-date laws and
regulations.
In order to serve the member, we actively promote all kinds of
important tasks such as gathering business information and data, compile
complete supply and demand information.
In order to grasp the information of Mainland China, the association
will send people to Mainland China every half year to gather relevant
information, such as the trade laws and regulations, market changes,
research and development situations in Mainland China... etc, detailed
market analysis will also be compiled.
To help members to understand the international fiber development
direction, the association will hold international industry development
interchange activities 2-3 times a year.
To maintain the industrial property rights such as patent, trademark,
the association will hold international councils periodically.
To enhance the planning and research about high-tech fibers to
promote the upgrade of industry , as well as developing new fiber
materials and high fringe benefit fiber products.

spinning, pursue the rationalization of the cost.

trend of quick respond and diversified small scale production.

Actively promote multifunction usage of fiber, in accordance with
the need of domestic public constructions.
”ò Integrate middle-stream and down-stream indus-try to produce a series
of high quality products, enhance the competitiveness abroad.
”m Investment estimation of the next three years
Man-made fibers have been expanding continuously recently, the quant-
ity and quality are both improved rapidly. At present, the producing
capacity of machinery facilities has already reached the 3rd place in the
world. It is estimated that except for continually reproducing by the
established facilities, the investment of proprietor will be more cautious.
